A Creeper explosion is only 75% of the power of TNT, with an explosion power of 3. A Charged Creeper is 50% MORE powerful of that of TNT and does double the damage of a regular Creeper. The Creeper's appearance is similar to its default version found in the base game, but the difference is being its color, where its skin is very dark green in color and lacks a lot of spots unlike its original counterpart.

1. Find a Creeper
First, you need to find a creeper and build a fence around him so that the creeper can't run away. In this example, we've placed the creeper inside of a nether brick fence so that the fence doesn't burn when the lightning strikes. Other fence types (ie: wooden fences) are flamable and may burn away from fire caused by the lightning.

2. Strike the Creeper with Lightning
Next, you need to strike the creeper with lightning. If you are running Minecraft PC, you can easily create a lightning bolt with a game command.
So stand next to the creeper. Then summon a lightning bolt by typing the following game command:
To enter a command in Minecraft, open the chat window and then type the command. As you are typing, you will see the command appear in the lower left corner of the game window.
3. Creeper will Transform into Charged Creeper
Once the cheat has been entered, you will hear the sound of thunder and see a flash of light. The lightning bolt will strike near the creeper and turn the creeper into a charged creeper.

4. Put out the Fire
Now we should warn you that the lightning bolt will set the charged creeper on fire and eventually kill it. So you will need to put out the flames that are burning the charged creeper. The easiest way to do this is to throw a bucket of water at the charged creeper.
To do this, select a water bucket in your hot bar and then right-click on a block near the charged creeper. This will release the water from the bucket.
You should see the water spread out on the ground and then extinguish the flames that are burning the charged creeper. Now that the fire is out, the charged creeper will not die.
